A structural check, with clear boundaries.
- Simple mode counts ASCII {name} placeholders. ICU mode parses MessageFormat 1, including plural, select, ordinal, offset and quoting.
- Plural categories can differ by language. Shared branches are checked for missing argument roles; language-specific branches cannot be paired directly.
- No translation, linguistic quality, HTML, printf or MessageFormat 2 validation. Repeated controls are paired in occurrence order; structural differences need review.
